etcd (Hardened) — release notes

Current: etcd 3.7 built from the unmodified upstream release tag with the current Go toolchain on both clouds (the prebuilt binaries carry Go stdlib and module advisories). Binaries: /usr/local/bin/etcd, etcdctl, etcdutl.
